  1. Place a steamer basket in a saucepan filled with one-inch of water
  2. Bring to a gentle boil
  3. Add potatoes
  4. Cover and cook just until tender
  5. 15-20 minutes
  6. Tossing occasionally
  7. In a serving bowl
  8. Combine vinegar and dijon
  9. Season with salt and pepper
  10. Add hot cooked potatoes
  11. Toss
  12. Let cool
  13. Tossing occasionally
  14. Add oil and parsley to cooled potato mixture
  15. Season with salt and pepper
  16. And toss
