  2. In a shallow dish
  3. Mix together all ingredients except for fish
  4. Place fish in a greased baking dish
  5. Spread crust evenly over the top of fish and press lightly
  6. Place 1 / 4 inch of water in the bottom of the pan
  7. Bake for 8 to 10 minutes
