  1. Cook beef
  2. Onion
  3. And 1 / 4 cup of green pepper till beef is brown
  4. Drain
  5. Add next 7 ingredients
  6. Bring to boil
  7. Reduce heat
  8. Simmer 15 minutes
  9. Warm foil-wrapped tortillas in a 350f oven for 10 minutes
  10. Spray 4 10-ounce casseroles with nonstick spray coating
  11. Press 1 tortilla into each
  12. Bake in a 350f oven for 15 minutes
  13. Divide lettuce among 4 plates
  14. Place a tortilla on each plate
  15. Spoon beef mixture into tortillas
  16. Top with remaining green pepper
  17. Tomatoes
  18. Carrot
  19. And cheese
