Steps

  1. Brownies: mix the ingredients in the order given with an electric mixer
  2. The batter is very thick
  3. Spread in a greased & floured 9"x13" cake pan
  4. Bake at preheated 350 degree oven for 25 minutes
  5. Frosting: cook sugar
  6. Margarine or butter
  7. Milk and marshmallows over medium heat until melted
  8. Stir in the chocolate chips and spread on slightly cooled brownies
