  1. Position oven rack in the center of the oven
  2. Preheat oven to 325
  3. Grease bottom and sides of a 9x3 inch round cake pan
  4. Dust the pan with flour and set aside
  5. Sift together the flour
  6. Cocoa powder
  7. Baking powder
  8. Baking soda
  9. And salt the bowl of an electric mixer
  10. Add the sugar
  11. And using the paddle attachment
  12. Mix at low speed until blended
  13. Add the safflower oil and mix a few seconds
  14. Until the dry ingredients are crumbly
  15. In a small bowl
  16. Whisk together the eggs until blended
  17. Whisk in the milk and vanilla extract until blended
  18. With the mixer at low speed
  19. Add the egg mixture to the flour mixture and mix until blended
  20. Scraping down the sides of bowl as needed
  21. Gradually add the boiling water and mix just until blended and smooth
  22. Scraping down sides as needed
  23. Pour batter into cake pan
  24. Bake for 45-55 minutes
  25. Until a pick comes out clean
  26. Cool in the pan on a wire rack for 20 minutes
  27. Invert cake onto the wire rack and cool completely
  28. Frost as desired
