  1. Heat oven to 400f
  2. Mix flour
  3. Cocoa and sugar
  4. Heat water and margarine in 3-quart saucepan to a rolling boil
  5. Stir in flour mixture
  6. Stir vigorously over low heat until mixture forms a ball
  7. About 1 minute
  8. Remove from heat
  9. Beat in eggs
  10. Continue beating until smooth
  11. Drop dough by about 1 / 4 cupfuls 3 inches apart onto ungreased cookie sheet
  12. With spatula
  13. Shape each into finger 4 1 / 2 inches long and 1 1 / 2 inches wide
  14. Bake until puffed and darker brown on top
  15. 35 to 40 minutes
  16. Cool
  17. Cut off tops
  18. Pull out any filaments of soft dough
  19. Fill eclairs with chocolate cheese filling
  20. Replace tops
  21. Spread with cocoa glaze just before serving
  22. Refrigerate any remaining eclairs
  23. Chocolate cheese filling: heat chocolate chips in small heavy saucepan over low heat
  24. Stirring occasionally
  25. Until melted
  26. Cool
  27. Beat cream cheese
  28. Sugar
  29. Milk and vanilla until smooth and creamy
  30. Stir in chocolate
  31. Beat whipping cream in chilled bowl until soft peaks form
  32. Fold in chocolate mixture
  33. Cocoa glaze:mix powdered sugar and cocoa
  34. Stir in milk until smooth
  35. If necessary
  36. Stir in additional milk
  37. 1 / 2 teaspoon at a time
  38. Until of desired consistency
