  1. Heat oven to 325f
  2. Grease a 9-inch square pan
  3. In medium bowl
  4. Combine 1 / 2 c powdered sugar
  5. 1 / 2 c butter and 1 tablespoon whipping cream
  6. Blend well
  7. Lightly spoon the flour into measuring cup and level off
  8. Add the flour to the powdered sugar mixture and mix until crumbly
  9. With floured hands
  10. Press evenly in the greased pan
  11. Bake at 325 for 15-20 minutes or until firm to touch
  12. Meanwhile
  13. In a medium saucepan
  14. Combine caramels and 1 / 3 cup whipping cream
  15. Cook over low heat until caramels are melted and mixture is smooth
  16. Stirring occasionally
  17. Remove from heat and add pecans
  18. Stirring well to coat
  19. Immediately spoon over the baked crust
  20. Over low heat
  21. In a small saucepan
  22. Melt 1 teaspoon butter and chocolate chips
  23. Stirring constantly
  24. Stir in 2 tablespoons whipping cream and drizzle over the filling
  25. Refrigerate 1 hour or until the filling is firm
  26. Cut into bars
