  1. Preheat oven to 350f
  2. Spray an 8 by 11 inch pan with nonstick cooking spray
  3. Set aside
  4. In a large bowl
  5. Blend the flour with the baking powder
  6. Baking soda
  7. Salt
  8. Corn syrup
  9. White and brown sugar
  10. Cut in the butter until the mixture resembles a fine meal
  11. Turn out into the baking pan and drizzle in cream and vanilla and toss by hand to combine until you have a slightly
  12. Damp
  13. Sandy mixture
  14. Press or pat gently into the pan
  15. Bake until edges are barely browned
  16. 20-25 minutes
  17. Remove and spread on the caramel
  18. Prepare the caramel while the bottom layer is baking
  19. In a medium saucepan
  20. Stir the condensed milk
  21. Corn syrup
  22. Butter
  23. And brown sugar over low heat
  24. Simmer
  25. Stirring once in awhile
  26. 8-10 minutes
  27. Until mixture does not taste gritty
  28. And is thickened and about 245f be careful that the bottom does not burn
  29. If this happens do not stir the burnt part into the rest of the caramel
  30. Pour caramel over baked cookie bottom
  31. Place the chocolate bars on the caramel
  32. Using a metal icing spatula
  33. Apread the chocolate over the caramel to cover the top
  34. Alternatively
  35. Chop the chocolate and sprinkle over the top
  36. Let melt a bit and then coat the top
  37. Refrigerate a few hours to let the chocolate set
  38. Remove from the fridge
  39. Bring to room temperature
  40. Then cut into finger sizes
