Steps

  1. Preheat oven to 350
  2. Butter 9 inch round or square pan
  3. Blend the flour
  4. 1 / 2 cup brown sugar
  5. 1 / 4 cup cocoa
  6. Baking powder
  7. And salt
  8. Stir in butterscotch chips
  9. In a small bowl
  10. Blend milk
  11. Oil
  12. Vanilla
  13. Add to dry ingredients
  14. Pour into prepared cake pan and spread evenly
  15. Blend together remaining 1 / 2 cup brown sugar and 1 / 4 cup cocoa
  16. Sprinkle over the cake batter
  17. Pour hot water over the surface of batter
  18. Do not stir
  19. Bake 35-40 minutes until top is dry
