  1. Sprinkle salt on garlic and mash to form a paste
  2. This can be done in a mortar and pestle or on a cutting board with the side of a knife
  3. In a bowl
  4. Combine garlic paste
  5. Parsley
  6. Water
  7. Onion
  8. Red pepper
  9. Oregano
  10. Paprika
  11. Bay leaf
  12. And pepper
  13. Let sit 30 minutes
  14. Add vinegar to bowl and let sit another 30 minutes
  15. Add oil
  16. Cover
  17. And refrigerate overnight to allow flavors to develop
