  1. In a large skillet
  2. Saute onions and bell pepper in vegetable oil for 1-2 minutes
  3. Add ground beef and cook until browned
  4. Drain fat
  5. Stir in tomatoes
  6. Tomato sauce
  7. Ketchup
  8. Chili powder
  9. Salt
  10. And pepper
  11. Simmer
  12. Uncovered for 30 minutes
  13. Stirring occasionally
  14. Add beans and continue simmering for 15 minutes longer
