  3. Meanwhile
  4. Spray medium frying pan with cooking oil
  5. Cook onion and garlic over heat
  6. Stirring
  7. Until onon softens
  8. Add beef and spices
  9. Cook
  10. Stirring
  11. Until beef is browned
  12. Add undrained tomatoes
  13. Paste and stock
  14. Bring to a boil
  15. Reduce heat
  16. Simmer
  17. Covered
  18. 10 minutes
  19. Uncover
  20. Simmer about 10 minutes or until mixture thickens slightly
  21. Stir in beans
  22. Serve rice and chilli con carne topped with yogurt
  23. Sprinkle with parsley
