  1. Peel oranges
  2. Removing all of the white pith
  3. Cut oranges into 1 / 4 inch slices
  4. In a small bowl
  5. Whisk together oil
  6. Vinegar
  7. Cumin
  8. And chili powder
  9. Set dressing asside
  10. Spread a layer of shredded romaine on a large serving platter
  11. Cover with a layer of orange slices
  12. Cover liberally with onion slices
  13. Top with fennel rings
  14. Spoon dressing over the salad
  15. Serve chilled
