  1. Heat oil in heavy large pot over medium-high heat
  2. Add carrots and leeks
  3. Saut until leeks begin to soften but not brown
  4. About 5 minutes
  5. Add garlic
  6. Saut 1 minute
  7. Add cumin and crushed red pepper
  8. Saut 30 seconds longer
  9. Add 6 1 / 2 cups chicken broth
  10. Bring to boil
  11. Reduce heat and simmer uncovered until vegetables are very tender
  12. About 35 minutes
  13. Working in batches
  14. Pure soup in blender until smooth
  15. Transfer soup to large bowl
  16. Cool
  17. Whisk in 6 tablespoons sour cream
  18. Cover soup and refrigerate until cold
  19. At least 4 hours or overnight
  20. Stir lime juice into soup
  21. Thin soup with more broth
  22. If desired
  23. Season with salt and pepper
  24. Ladle into 4 bowls
  25. Spoon 1 / 2 tablespoon sour cream atop each serving
  26. Sprinkle with cilantro and lime peel
