  1. Wash potatoes and rub with oil
  2. Bake at 400 degrees for 1 hour or until soft when pierced with a fork
  3. Cook ground beef
  4. Onion and garlic in a large skillet until beef is browned
  5. Stirring to crumble
  6. Drain well
  7. Add next 5 ingredients
  8. Reduce heat and simmer 30 minutes or until thickened
  9. Split tops of potatoes lengthwise and fluff pulp with a fork
  10. Spoon topping over potatoes
  11. Sprinkle with cheese and green onions
