  1. Preheat oven to 375f
  2. Combine 2 tbsp melted butted
  3. 2 tbsp flour and 3 tsp chili powder in a small bowl
  4. Rub mixture on chicken
  5. Sprinkle with salt and pepper
  6. Place chicken in a small roasting pan
  7. Scatter garlic around chicken
  8. Roast chicken for 30 minutes
  9. Take out of oven and transfer garlic to plate
  10. Return chicken to oven and roast another 10 to 20 minutes
  11. Meanwhile
  12. Peel garlic and mash
  13. Stir remaining 2 tbsp butter and 2 tbsp flour in heavy saucepan over medium heat for 1 minute
  14. Gradually whisk in broth and wine
  15. Add sage
  16. Mashed garlic and remaining 1 tsp of chili powder
  17. Bring gravy to boil
  18. Whisking occasionally
  19. For about 8 minutes
  20. Continuing to stir
  21. Reduce heat and simmer for another 3 to 5 minutes
  22. Season to taste with salt and pepper
  23. Transfer chicken to platter and serve with gravy
