Steps

  1. Soak skewers for 30 minutes
  2. Puree cilantro
  3. Garlic
  4. Soy sauce
  5. Orange zest
  6. Sriracha
  7. Fish sauce and sugar in a food processor
  8. Transfer marinade to a resealable plastic bag
  9. Add beef
  10. Seal bag
  11. Toss and set aside up to 30 minutes
  12. Combine dipping sauce ingredients in a bowl
  13. Thread 4 pieces of pepper and 2 beef strips on each skewer
  14. Alternating beef and peppers
  15. Coat grill rack with cooking spray
  16. Heat grill to high
  17. Cook until meat is no longer pink
  18. About 3 minutes
