  1. Preheat oven to 350 degrees f
  2. Lightly grease a 7 x 11 inch baking pan
  3. Or spray with nonstick spray
  4. In a small skillet over medium heat
  5. Heat a small amount of oil or spray with nonstick cooking spray
  6. Add onion and green pepper
  7. Saute for about 5 minutes
  8. Put onions and green peppers in a large bowl
  9. Add chili sauce
  10. Brown sugar
  11. Dry mustard and garlic powder
  12. Mix well
  13. Mix in beans and spoon into baking pan
  14. Make corn bread topping in a small bowl
  15. Combine cornmeal
  16. Flour
  17. Baking powder and salt
  18. Stir in 1 / 2 cup water
  19. Honey
  20. And oil
  21. Mixing until moistened
  22. Add remaining water if mixture is too thick to spread
  23. Drop by spoonfuls onto bean mixture
  24. Then spread to cover completely
  25. Bake
  26. Uncovered
  27. Until crust is firm
  28. About 30 minutes
  29. Let stand for 5 minutes
  30. Serve
