  2. Heat oil over medium heat
  3. Add onions and saut along with bell pepper
  4. Jalapeo and garlic
  5. Cook until vegetables are tender
  6. In another container
  7. Combine water
  8. Chicken base
  9. Lime juice
  10. Sugar
  11. Cornstarch and seasonings
  12. Add to vegetable mixture
  13. Add tomatillos and diced green chiles to pot
  14. Bring to boil
  15. Add beans and chicken
  16. Simmer 10 minutes
  17. Serve topped with cheese and sour cream if desired
  18. With tortilla
  19. Chips on the side
