  1. In a 3-quart saucepan over medium-high heat
  2. Saute onion and garlic in oil for 3 minutes
  3. Add beef
  4. Cook until browned
  5. Drain
  6. Add the next 7 ingredients
  7. Bring to a boil
  8. Reduce heat
  9. Cover and simmer for 50 minutes
  10. Halve each tortilla and cut into 1 / 4 inch strips
  11. Gently stir into soup
  12. Cover and simmer for 8-10 minutes or until tortillas are softened
  13. Ladle into individual serving bowls
  14. Sprinkle with cheddar cheese
