  1. Mix margarine and flour until crumbly
  2. Gradually add half and half
  3. Roll out dough and cut with a 1 1 / 2 inch cutter
  4. Dip in granulated sugar
  5. Bake at 375 degrees for 7-9 minutes

  10. You can divide this into separate bowls if you want more than one color of frosting
