  1. In a small frying pan
  2. Combine the cumin seeds
  3. Cloves
  4. Cardamom pods
  5. Black pepper
  6. Allspice
  7. Fenugreek and coriander seeds
  8. Cook over medium-low heat
  9. Stirring
  10. Until lightly toasted
  11. About 1 minute
  12. Place in a blender or coffee grinder used for spices
  13. Add shallots and whirl until finely ground
  14. Discard stems and seeds from chilies
  15. Break up the pods and process until ground
  16. Combine with the toasted seasonings and the remaining spices
  17. Refrigerate in a well-sealed jar or a tightly closed plastic bag
