  1. In a crock-pot
  2. Place potatoes
  3. Carrots and onion
  4. Season meat with salt and pepper
  5. Brown in oil on all sides and place in crock pot on top of vegetables
  6. Combine beer
  7. Chili sauce
  8. Brown sugar
  9. And garlic
  10. Pour over meat
  11. Cover and cook on high heat setting for 3 1 / 2- 4 hours
  12. Remove meat and drain vegetables
  13. Measure cooking liquid and add beer
  14. Water
  15. Or broth to make 1 1 / 2 cups
  16. Put reserved cooking liquid in a saucepan
  17. And return meat and vegetables to the crock pot
  18. Mix 1 / 3 cup water with 3 tbs flour in a gravy shaker or jar and shake until smooth
  19. Stir into reserved liquid
  20. Cook
  21. Stirring constantly until thickened
  22. Serve sauce over meat and vegetables
  23. Sprinkle with paprika and garnish with parsley if desired
  24. Bake at 350f for approx 1 1 / 2 hours
  25. Or until meat and vegetables are tender
