  1. In a skillet
  2. Combine beer
  3. Lemon juice
  4. Onion
  5. Celery
  6. Salt
  7. Bay leaf and peppercorns
  8. Bring to a boil and simmer for 10 minutes
  9. Add salmon steaks
  10. Cover and simmer 15 minutes
  11. Combine ingredients for tarragon mayonnaise and chill
  12. Serve with salmon
