Steps

  1. In a large bowl whisk together vinegar
  2. Water
  3. Olive oil
  4. Mustard
  5. Garlic
  6. And pepper until well blended
  7. Stir in green onions and bell pepper
  8. Fill a large pot 3 / 4 full of water and bring to a boil
  9. Add pasta and cook 6 minutes
  10. Add peas and cook until pasta is al dente and peas are tender-crisp
  11. Drain
  12. Add orzo and peas to the large bowl and toss gently to combine and coat evenly
  13. Cool to room temperature
  14. Stirring occasionally
