  1. Soy dipping sauce:
  2. In a bowl
  3. Combine soy sauce
  4. Rice vinegar
  5. 1 tablespoon scallions and ginger
  6. Set aside
  7. Pancakes:
  8. Combine flour
  9. Sugar and salt
  10. Whisk in eggs
  11. Milk
  12. And water
  13. Stir in carrot
  14. Sesame oil and 1 / 2 cup scallions
  15. Heat 10 non-stick skillet over medium-high heat
  16. Spoon 1 / 2 cup batter into pan
  17. Swirling to coat the bottom
  18. Cook until lightly browned on bottom
  19. About 30 seconds
  20. With a spatula
  21. Left edges
  22. Turn pancake over
  23. Cook until lightly browned
  24. About 15 to 20 seconds
  25. Repeat with remaining batter to make 3 more pancakes
  26. Serve with soy dipping sauce
