  1. Preheat oven to 350 degrees f
  2. In a small bowl
  3. Whisk cornstarch with soy sauce
  4. Vinegar
  5. Hoisin sauce
  6. Ginger
  7. Garlic powder and pepper
  8. Set aside
  9. In a large bowl
  10. Combine egg
  11. Evaporated milk
  12. Bread crumbs
  13. Onion salt
  14. Garlic powder and black pepper
  15. Crumble beef over mixture and blend well
  16. Shape into 1-inch balls
  17. "tear off 4 12-inch pieces of reynolds wrap"
  18. Set 1 / 4 of the vegetables onto center of each piece of foil
  19. Top each with 1 / 4 of the meatballs and 1 / 4 of the sauce
  20. Fold foil over mixture and crimp edges to make packets
  21. Place packets on a cookie sheet
  22. Bake at 350 degrees f
  23. For 30 minutes
  24. Or until meatballs are fully cooked
  25. To serve
  26. Place 1 / 2 cup rice on each of 4 serving plates
  27. Open each packet over rice
  28. Sprinkle with sesame seeds
