  1. Add shredded cabbage
  2. Diced radishes and sliced green onions in a serving bowl
  3. Add water and vinegar
  4. Stir to mix
  5. Set aside
  6. Mix dressing in a small bowl
  7. Drain vegetables in a colander and return to serving bowl
  8. Sprinkle celery seed and lime juice over the vegetables
  9. Add the dressing and gently toss to mix
  10. Cover and refrigerate 30 minutes before serving
  11. The slaw does not get soggy
