  1. For sauce: in a small saucepan
  2. Heat sugar over medium-high heat until sugar begins to melt
  3. Shaking saucepan occasionally to heat sugar evenly
  4. Reduce heat to low and cook until sugar is melted and light brown
  5. Stir as necessary after sugar begins to melt
  6. Carefully add water
  7. Stirring until sugar is dissolved
  8. Remove from heat
  9. Stir together chicken broth
  10. Fish sauce
  11. And cornstarch
  12. Stir into sugar mixture
  13. Set aside
  14. Add the 2 tablespoons cooking oil to a wok or a 12-inch skillet
  15. Preheat over medium-high heat
  16. Stir-fry lemon grass or lemon zest and garlic in hot oil for 15 seconds
  17. Add the onion and carrot
  18. Stir-fry for 2 minutes
  19. Add broccoli
  20. Stir-fry for 2 minutes
  21. Add sweet pepper and red chili pepper
  22. Stir-fry for 2 minutes more or until vegetables are crisp-tender
  23. Remove vegetables from wok
  24. Add chicken to wok
  25. Stir-fry about 4 minutes or until no longer pink
  26. Push chicken from center of wok
  27. Stir sauce
  28. Add to center of wok
  29. Cook and stir until thickened and bubbly
  30. Return cooked vegetables to wok
  31. Cook and stir about 1 minute or until heated through
  32. Serve immediately over noodles
  33. Sprinkle with cilantro
  34. If desired
