  1. Heat oven to 400f
  2. Grease bottoms of 12 muffin cups or line with baking cups
  3. Place 2 / 3 cup sugar and lavender in food processor
  4. Pulse 30 to 60 seconds
  5. Sift through strainer into medium bowl to remove any large pieces of lavender
  6. Whisk in flour
  7. Baking powder
  8. Baking soda and salt until well-blended
  9. In small bowl
  10. Whisk together milk
  11. Lemon juice and 2 teaspoons lemon peel
  12. In another medium bowl
  13. Lightly beat egg
  14. Whisk in 6 tablespoons melted butter and milk mixture
  15. Make well in center of flour mixture
  16. Pour in egg mixture
  17. Stir just until blended
  18. Divide evenly among muffin cups
  19. Bake 20 to 25 minutes or until browned and toothpick inserted in center comes out clean
  20. Cool on wire rack 10 minutes
  21. Remove from pan
  22. In another small bowl
  23. Stir together 1 / 2 cup sugar and 1 teaspoon lemon peel
  24. Dip tops of muffins in 1 / 4 cup melted butter
  25. Dip in sugar mixture
  26. Serve warm or at room temperature
