  1. For crust: position rack in center of oven and preheat to 350f
  2. Mix first 4 ingredients in a bowl
  3. Add butter and walnuts and cut in using finger
  4. Firmly press crumbs on bottom of 9-inch square baking pan
  5. Bake crust until golden-brown
  6. About 20 minutes
  7. Cool while preparing filling
  8. Maintain oven temperature
  9. For filling: whisk cup sugar
  10. Eggs and peel in medium bowl until light and fluffy
  11. Whisk in lemon juice
  12. Flour and soda
  13. Pour over crust
  14. Bake until just set and edges are lightly-browned
  15. About 12 minutes
  16. Sprinkle chopped walnuts over
  17. Cut into squares
  18. Sift icing sugar over
  19. And top each square with a walnut half
