  1. In a mixing bowl
  2. Cream shortening and sugar
  3. Add eggs
  4. One at a time
  5. Beating well after each addition
  6. Combine the flour
  7. Baking powder and salt
  8. Add to the creamed mixture alternately with milk
  9. Stir in lemon peel
  10. Fill paper-lined muffin cups two-thirds full
  11. Combine the topping ingredients
  12. Sprinkle a rounded 1 / 2 teaspoonful over each cupcake
  13. Bake at 350 for 20-24 minutes or until a toothpick comes out clean
  14. Cool for 10 minutes before removing from pans to wire racks to cool completely
